[Talk-us] Update on potential highway classification reform

Since various types of expressways can have different classifications
depending on their importance I think we should build a distinct expressway
rendering into the American map style.  Take this PennDOT highway map for
example:

It shows three classifications for fully controlled access roads, but the
three lower classifications (major, secondary, and other), have two
distinct styles each – one for divided and one for undivided.  This way a
major through route keeps the same line color for it's duration but
expressway sections are shown with a double line instead of single.  The
American map style can do something similar so sections of highway tagged
as expressway=yes or access_control=full|partial get an expressway line
style regardless of highway=* classification (excluding some on the lower
end).
