Also, it's not just a paper designation, it's an actual sign of importance
of that road and that town of 2000.  Specifically, it's the most important
long-distance road connecting the most important towns in an area with few
roads and few towns, and I chose it specifically to highlight the concept
that highway classifications are deliberately set based on a road's role in
the road network and it's relative importance compared to other roads in an
area.
