That list includes I-93 in Franconia Notch, NH, which drops down to a
two-lane *divided* highway through the narrow mountain pass. Perhaps we
might say an Interstate that becomes narrow but remains divided,
grade-separated, and limited access (aka a "super two") should stay
motorway and ones that become undivided should get downgraded. I suspect
this rule might only apply to that specific road, but I think it would be
consistent with the principles we're laying out here.
