[Talk-us] Change sets covering entire US?

Hey, I am the changeset author. I read through the thread and need to
say that I am indeed osm editor newbie and was not familiar with the
policy. My problem is that I got familiar with
https://wiki.openstreetmap.org/wiki/Automated_Edits_code_of_conduct
too late and didn't know that automated edits is such a problem.

Thanks Mateusz Konieczny who already described the exact reason I made
this change and I have nothing to add to his thorough explanation.
