I agree that the 9/11 Memorial Trail Route shouldn't be tagged 
cycle_network=US:US, as it's distinct from the USBRS, but 
cycle_network=US:USA would be needlessly confusing. A new 
cycle_network=* value becomes necessary when multiple route relations 
belong to the same route network (e.g., similar numbering, markers, 
design criteria), necessitating a mechanism for a data consumer to 
determine that the routes are related (without adding the routes to a 
brittle network relation).

So far, we have no reason to believe the 9/11 Memorial Trail Route will 
become part of a larger network, so it would be reasonable, if 
unsatisfying, to omit the cycle_network=* key. Plenty of one-off road 
routes similarly omit the network=* key. There is precedent for 
cycle_network=US, though the "quasi-national routes" you've identified 
don't form a single coherent network.

To indicate which governmental bodies designated and manage the route, 
consider using more generally applicable keys for this information:

operator=National Park Service
operator:wikidata=Q308439
related_law=PL 117-48

These tags would go one the relation, not the constituent ways. Public 
Law 117-48 designates the route and the NPS "operates" it, but neither 
has to pertain to every component trail or roadway.
