[Talk-us] Georgia wiki and Functional Classification

I'm proposing to redo the current wiki for the State of Georgia
<https://wiki.openstreetmap.org/wiki/Georgia_(U.S._state)>. The page hasn't
had a serious update in almost 7 years, a lot has changed within the 7
yeas, even for rural places in Georgia. I'm also proposing to upgrade the
state roads to functional classification according to GaDOT's webiste.
Here are my proposals for the wiki page:
- OVERHAUL the layout of page, making it easier to read.
- DELETE the Events section, or at least update it to have the "Other
mapping parties" and leave that section of the events section. This would
remove the Atlanta Citywide event and the Fox news article.
- OVERHAUL the tagging guidelines for Georgia and make the FC chart more
clearer. More on this further down.
- UPGRADE the reference section to include County Roads as "CR ##"
- AMEND the speed limit table to only go up to 70mph. No road in Georgia
is higher than 70mph.
- UPGRADE the relations to any other relations that may be added. For
the most part, I would leave this alone.
- LEAVE ALONE the Land Use and Data Sources tabs, only adding if there
is something that needs to be added.
- DELETE the Tiger tab, unless it's deemed very important. The last
update to that shows the 2008. The link in that tab shows a page which also
hasn't been updated since 2008. I'm also open to discussing the importance
of this, if there are other updates out there.
- UPDATE the To Do tab. There are some things I can think about that
needs to be added
- MOVE the Cities tab toward the top and update it by adding some large
cities in the state, such as Macon, Albany, Savannah, Augusta, and
Columbus. I'm also open to removing this tab or adding some other cities as
well. I don't believe a list of every single town is needed here, or
anywhere for that matter. A link can be put in for non OSM wiki pages which
list every town in Georgia, if it really matters that much.
- DELETE the City Template tab unless there is a valid reason to keep
this, which I am not thinking of.
- DELETE Extracts tab. The current link on that tab is not working.
- ADD a references tab where references can be cited within the page and
linked at the bottom, or extra links can also be added for various things.

This is stemming from a conversation I've had with a few editors. Some
editors are in the belief that every US highway should be a primary/trunk
road, every state highway is a secondary road, and all county roads are
tertiary roads. Some editors are in the belief that the state has followed
the guidelines of FHWA and has determined which roads are classed based on
those guidelines. With FC, it puts everyone on the same page. FC creates a
well established set of rules for roads within the state, as well as helps
create consistency with Florida and Alabama in regards to those states
being mapped with FC applied. Anyone can look at the state, look at the
data, and understand how to edit in the area. I also understand there will
be some anomalies within the state and FC, as there are with every state.
In Texas, US 377 is deems a major collector between its terminus with US
277 and Junction, Texas. In Georgia, US 78 is a major collector between US
27 (Breman) and GA 61 (Villa Rica}. There are some dirt roads within the
state which may be deemed a major collector or a minor collector. The state
has determined these roads to be classed as they are. I am open to
discussion about trunk roads. I saw a discussion about this here

but I believe no consensus was ever formed. I'd like to start it for
Georgia and get it formed for Georgia.
The chart on the Georgia wiki page is not a bad starting point. I would
update to eliminate the examples and column and possibly update some of the
wording within the description. Most of this looks like it was copy/pasted
straight from the FHWA website (although that page isn't opening for me at
the current moment) as definitions of the various classification of roads.
I'm open to discussion and to ideas about both the wiki page as well FC.
