This effort has been building in New England and the northeast in general,
has a few states complete, and a number of others in progress on various
stages

of documentation, consensus building, and retagging. As part of this effort
Kevin did a great analysis of New York's functional classification system
<https://kbk.is-a-geek.net/20210529/NYS_classes.html> that might be useful
to you as an example as you work through understanding and mapping
Georgia's classification scheme to OSM.

There are a lot of discussions on this effort happening in #local-northeast
channel in the OSMUS Slack <https://slack.openstreetmap.us/> if you want
more background, but this mailing list is a fine forum for discussion as
well.
