It's not like primary is *always* going to be conflated with expressway.
That's only going to be the case for less important roads that are built as
expressways.

It's not upward creep at all because trunk is no longer going to be defined
by physical characteristics, but by importance as it should be. And as you
are probably aware, for many states, we are explicitly defining on the wiki
which roads should be tagged trunk, so there really shouldn't be any upward
creep to be concerned about.
