It probably could be, Paul, but unless you're volunteering to do the
gargantuan amount of work necessary to make that happen it's not very
helpful to continue raising this point.  For better or for worse the
highway values are quite entrenched in the OSM software ecosystem and we
just have to do the best we can with them.
