Hi Martijn,
Across much of the United States the opposite is indeed currently true in
OSM. This is due to the idea that trunk equals expressway, and a map of
disconnected segments is the result as the above link shows. However, if
you look at the UK at the same zoom level you won't see disconnected
segments. The highway tag values are applied there such that it produces a
well connected network map at each level from trunk and lower:

Since the UK is where OSM and the highway classification values originated,
I'm inclined to think that their example is a good one to follow. So
that's what we're working on, at least in a few states so far.
