This will definitely happen!  In many places it already has.  The style is
being designed with state and even county shields in mind.  This is not yet
implemented in many areas, but here is an area showing Interstate, US,
California, and county route shields:

All that is needed to add a custom shield for a new route type is a pull
request adding an SVG shield graphic here:
