Florida and Texas have special shields for their numbered toll road 
route networks, so I don't think toll information on the route relations 
is necessarily redundant to toll=yes on the ways. The distinction can 
matter greatly for turn-by-turn navigation [1], though it may not matter 
as much on a map meant for browsing around.

In Florida, the distinct toll shield has resulted in a distinct 
network=* value. [2] That should already be consumable by Americana 
without requiring any OpenMapTiles changes, compared to a separate 
toll=yes tag. However, toll=yes and modifier=Toll are being used on a 
number of route relations in Texas, mostly reflecting variations on the 
usual IH/US/SH shield. [3] We could try leaving out the special toll 
banners in Texas for now and revisit if the use of white SH shields 
instead of blue ones causes any confusion.
