In a project where important matters of policy are often left to 
interpretation, it's difficult to say definitively that there is such a 
process. However, there is a corner of the wiki that speaks of the need 
to avoid mapping sacred indigenous sites in the same breath as avoiding 
invasions of personal privacy. Despite claiming to be a draft, it is 
often cited as a community consensus. [1]

> Indigenous sacred sites where the traditional owners and their representatives have asked that the locations of sites be kept private to protect them and maintain their sanctity.

It seems that those who wish to keep this data on the map have the 
burden of explaining why this case is so exceptional.
