[Talk-us] offline OSM viewers for Windows, for Police/Fire?

Hi,

a few esoteric but 100% open source things that might work in this niche:

1. QGIS, either loading a pre-cut .osm.pbf file or a set of shape files 
(e.g. from download.geofabrik.de) - this will require some map styling 
in QGIS, or finding stuff that might readily be available. There was a 
talk about OSM in QGIS at SotM this year. (QGIS of course has a f**ton 
of features which might be overload - but if not, can even be extended 
in Python.)

2. QMapShack, a viewer for Garmin map files - basically the OSS version 
of Garmin's Basecamp - together with any of the ready-made OSM Garmin 
exports, or with a self-made Garmin map. There should even be ready-made 
files with contours. QMapShack is available for Windows.

3. Local directory with pre-generated vector tiles together with a small 
Javascript-based viewer; should then be viewable in the browser. 
Tilemaker comes with such a sample application.
