Hi,

with regard to (required) documentation of organised edits, TomTom has a 
very vague page here 
https://wiki.openstreetmap.org/wiki/Organised_Editing/Activities/TomTom 
that points to one GitHub issue for every country. (NB This kind of 
documentation is frowned upon by many community members because it 
doesn't have an audit trail - unlike with Wiki documentation, you cannot 
see when something has changed and how it looked before.)

While the "India" GitHub isssue

does not mention the "add surface to highways" challenge, both the US

https://github.com/tomtom-international/open-data/issues/143

and the Canada issues

https://github.com/tomtom-international/open-data/issues/3

list "add surface to highway" as an "active challenge".
