In my area, the census-boundary
<https://www.openstreetmap.org/relation/199122> for my (small-t) town
incorporates the urban core and a bit of the area around it, but not the
full administrative boundary
<https://www.openstreetmap.org/relation/8890583#map=13/44.0047/-73.1243> of
the (big-T) Town. It also doesn't include parts of the settlement that fall
within a neighboring municipality even though that neighborhood is
connected to the village sidewalks.  The census boundary might help tell
you what the population of a settlement is, especially in a municipality
that includes several settlements, but it also might leave you with errors
due to municipal lines that it follows or other factors.
