I had a similar sentiment when reading this (and there has been a 
similar announcement on talk-ca about Ontario).

At least I would have thought that TomTom could consult with the local 
community and share more context before creating such a task. Maybe 
their plan isn't even "let's get some unpaid labour out of OSM" but they 
plan to actually pay workers to perform the task. But even then, that 
should not happen without prior (!) consultation.

Then again, Ilya, unless your circumstances have changed drastically, 
neither your nor I are based in Canada or the US - if the community 
there is happy with TomTom making recommendations about what they would 
like to see mapped... fine. I know that TomTom would encounter some 
headwind were they to do the same in Germany, but the fact that some 
European countries have a strong volunteer community has recently been 
the subject of ridicule by team Overture. Apparently, having commercial 
players in the driver's seat is considered natural elsewhere.
