It seems pretty clear that you are right, or at least very close --
given that you are actually discussing the details and giving references
to government documentation (with them being the naming authority).  And
that the other user is not engaging in a reasonable discussion about
what.  So I too tend to think DWG is the appropriate step, as I don't
see any mechanisms in the project after attempting to have a reasonable
discussion doesn't work.
