[Talk-us] GNIS Identifier - consolidating tagging to gnis:feature_id

Hello!

I've been cleaning up old imports and finally got around to
consolidating/regularizing the various GNIS tagged imports to use the de
facto key gnis:feature_id. This alleviates a rather annoying class of issue
where folks aren't warned about merging things together that are really
separate things.
