[Talk-uy] Abitab - is it amenity=payment_centre or amenity=bureau_de_change?

Yes, sure they all are amenity=payment_centre, but in some of them you can also exchange money. 
Some use "Abitab" as name, but others, the older ones that existed before the brand was created have their own name and use "Abitab" as brand. 
So, besides tag "name", maybe tags "brand" and "network" should be used 

The same is valid for the other payment network brand, RedPagos. 

Also in several of them you can extract money from your bank account with your debit card (like an ATM, but you start the transaction in a kiosk and the human cashier finish the transaction hands you the money)

It's a payment center. They can not exchange money.

I am asking as I want to improve https://github.com/osmlab/name-suggestion-index/ 
and I lack local knowledge how it should be tagged. Data from this project are 
used for example by iD and Vespucci. 
Improving it may help mappers using this editors as they will be guided better during editing. 
In case that multiple tags can be correct depending on a situation 
it will be marked that both versions are OK.
