I don't think the 'brand' tag is proposed or approved yet. My guess is
that it will take some time before anything other than the 'name' tag
is rendered or indexed. So I propose something like :
amenity: fuel
name: Engen Cape Town Motors
source: ...

It really is your call.

My intention was to automate the CSV->OSM process in any case.

But users may edit the data after it was uploaded. Or they may link
the station up with a service road, so when you remove a service
station or move it more than a few meters, human intervention will be
required. I'm quite experienced in detecting changes to CSV files
('diff', sort etc).
