Have you tried contacting Afrigis or the Netgroup, they were both companies
involved in the original data supply and GIS demarcation for the IEC, maybe
they could help you find the right contact person.

Talk-ZA,

I have recently asked SA's Municipal Demarcation Board 
(www.demarcation.org.za) for permission (via email) to use their 
boundary data, so far the reply has been a resounding silence.

Does anyone have any suggestions on getting hold of these guys? Would 
"Promotion of Access to Information Act" help? Or are we legally able to 
use the data without specific permission?
