[OSM-Talk-ZA] OWL Monitoring Tool Resurrected

Talk-ZA,

OWL (OpenStreetMap Watch List) is a good service for monitoring
changes to OSM. It wasn't available for a few months, but has returned
looking much better than before:

The tool currently seems to work best in a recent version of Firefox or Chrome.
