Marble can download tiles for offline usage. It also has some offline
routing mechanisms (I haven't used them so this is all I can tell
about them).

The problem would probably be amount of tiles you want to download...
Whole KZN will probably make it into a lot of gigs of png's and you
would definitely be NOT allowed to download that from the main OSM
tile server. So you (or OSM-ZA) need(s) a separate tile server for
such purposes... (you can set-up marble to use a different tile
server)

Other options: you can use qlandkartegt or garmins original mapsource
(via wine) to load garmin img files offline. Not sure about routing in
those apps.

P.S. Otherwise as mentioned by Dawid you can set-up
postgresql+postgis+mapnik+mod_tile+httpd to get tile rendering offline
(routing would need even more software).
