I am working on exactly this at the moment. Rendered "slippy" map.
Similar to http://aerial.openstreetmap.org.za/

I have received a national dataset containing ERF cadastral polygons +
numbers. I am still a little unclear on copyright or usage terms.

Surveyor-General has an online version here:

Zoom right the way into a city to see the cadastral polygons.
