My feeling on this is the GPL is a software license not a data
license. Perhaps the distinction isn't really meaningful but some of
the wording is pretty specific. 

I would prefer to see software as suitable going into an operating
system package and data being available from a web service which the
install process can optionally connect to... 
(doesn't debian have processes for reaching out to very non-free stuff
during an install like this?)
don't think the terms of our license should be beholden to the
behaviours of operating systems (which can sometimes be considered
extreme ;) )
