Mapserver is primary a web app, but it is also a library of map
functions, with API available in at least C, Perl, Python and PHP.

Unfortunately, developers are not trying to keep the C API and ABI
stable, so there is no shared library available.

But I suspect you should be able to use the map functions directly
from the mapserver library, and use it to draw the landsat images.
