[Openstreetmap] New version of osm-editor

Just committed a new version of osm-editor to the subversion archive. Here are 
the main new features:

- Naming track segments is now easier, you can just select "segment naming" 
mode, select your track segment and type in the name.
- Facility for creating a new track segment by linking two existing track 
segments; useful, for example, if there was an unsurveyed straight road 
between two roads you surveyed;
- Facility for linking a track segment to another track segment.
- Begun code to hook it up to a server.
