[Openstreetmap] XMLRPC interface question

I'm cleanig up my (partially failed) Griesheim upload test from
last week.

While i was fetching lines i noticed that there is a 4th integer
for some lines.
I had a look at the osmServerHandler.java/osmServerSQLHandler.java
source and it looks like thats the street-id.
Is that right?
