VMAP0 is a worldwide, publicly available, vector data set. It is pretty low scale (1:1000000), but good enough for some purposes. There are WMS with VMAP0 layers out there, but not sure if they're public.

Subject: [Openstreetmap] Other WMS Layers

I was thinking, aren't there other WMS layers freely available?

The satellite images are good, but most of the time when I am looking
at maps I only need something that says "this is water" "this is
land". So is there a vector map of the world with this info on it?

Sure the satellite images are useful when drawing maps.
