The suppliers could use limited 3 year rolling window
use liscence that could then be charged against a
commercial entity or entities occupying that liscence
arangement, that would then expire. The agreement
could have the clause that the data is free to be used
individually through your entity and to non-commercial
users. This would pay the provider, could pay your
entity for costs, such as your GPS units, orthophotos,
and costs of suppliers, perhaps finance a GIS server.
The contracts would need to be renewed and would not
give commercial interests permanent access to use your
(our) data. That is; the general public and the
suppliers.
