[Openstreetmap] shiny, new, apache2

Hello,

The osm webserver has been upgraded to Apache 2, which was harder than
it sounds as it runs a number of sites with strange things hanging off
them.

As a result, the subversion repository now lives at

http://www.openstreetmap.org/svn

and websvn is back and working at

http://www.openstreetmap.org/websvn

I've updated the wiki to reflect this.
