[Openstreetmap] UK gazetteer service

i needed a UK gazetteer service for wirelesslondon/consume, i wrote a
dinky one last week, based on code from the book and the GEONet data
from nima.mil. If anyone wants to use it, they can, and feature
suggestions cheerfully received:

It's pretty low-res, but enough to hit the right page on a map.
Schuyler's been working on a worldwide gazetteer for geocoder.us which
unifies GEONet and US-only GNIS data, but the list is long...
