I'm more of a hang-around over at Debian GIS.  :)

There is a mailing list,

and a wiki, <URL:http://pkg-grass.alioth.debian.org/cgi-bin/wiki.pl>.
I'm not sure who is most central in the project, but I am sure they
are reading the mailing list.  Some of the Debian GIS people visit
#geo from time to time.

But if we all agree that it should be possible to include data derived
from OpenStreetmap.org in Debian/main, we should select a license
following The Debian Free Software Guidelines (DFSG),
<URL:http://www.debian.org/social_contract.en.html#guidelines>.  We
should also pick a well known license, to reduce the work load of
those needing to review our license.

I've tried to attract people from Debian GIS to this project, but am
not sure I've succeeded. :)
