Since everyone is stating how it works in their country...
This is the way it works in all the South American countries I've been
to as well. But as Alex said I don't think there is any "building"
index but rather the numbers are evenly spaced around the block.
But you are right;
1. block numbers first (since it is easier to display)
2. building numbers later
I think there is a risk that someone will copy numbers from a copyrighted map.
