[Openstreetmap] Trac Ticket 54 - Uploading complete OSM file

Spent the evening giving myself a crash course in Ruby, have worked out enough 
to be well on the way to implementing some code to allow a user to upload a 
0.2 OSM-format XML file via the API. Steve - when I've got it done and 
uploaded to Subversion, I take it I would email you to let you know, and you 
would test it "live" and transfer it to the web-accessible directories on the 
server?
