OK I can shed some light on this , there is a problem with the code when you 
have downloaded segments from OSM and then upload new data. It tries to 
reupload the already-downloaded segments, which causes problems.

I think I've fixed this, just need to test it.

However a longer-term fix will come in the form of the server-side code I'm 
doing to permit upload of a complete OSM 0.2 XML document with multiple 
<node> and <segment> tags. osm-editor's client code will then be rewritten 
and made much cleaner, it's very hacky at the moment...
