[Openstreetmap] Problem with tags in server

Yes, I tested the new webbcite and used the webb interface to delete
some of the nodes I had created.

If I created the node with tag '' than the updates follwing this
sometimes failed to update the tag field.  I checked for 200 OK so
this should not be an issue If I created the node with some tag value
it seems to work more robustly and updates workd all the time.

If this does not ring a bell tell me and I will test it again and see
if I can provide more information.

Is the semi-colon mandatory?  Of course can add it but it will
probably make the parsing of the string more unnatural.  It seems to
work now without semi-colon.
