Frank have you asked your city council if they can publish shape files
for these areas, because they are freely available here in Sweden (in
Stockholm at least). I could buy them from the state but they are not
the same, and these free ones are pretty good quality.

Is there are problem with a shape file being an overlay of a
copyrighted map? If they council made them it should be ok anyways,
right?
