First up, have your xslt output UTF-8, that'll half the size to 1.5mb

gzip it!  SVG UA's must support gzip, so gzip it, The lead developer on ASV 
says there's no performance penalty in the viewer either - it's under 300k 
gzip'd (although you only save 30k gzip'ing utf-8 over 16)
