svg2png does it with Cairo I think. AGG has this:
http://www.antigrain.com/svg/index.html but I don't think it does text
paths yet.  Can Firefox be scripted to do it? I'd guess it's possible
to do a pretty good job of it with Batik, but I've never tried.

I think text path functionality is rare, so that will be tricky to
find a command line tool to do that.
