OK, I tested with a small way. Created a file with the nodes, segments, and way,
exactly as the "action='delete'" file, but altered all the action='delete' to
action='modify'. Uploading this with JOSM undeleted everything, leaving the same
IDs as before.

It's just finished uploading all the corrections now. Most things seem OK,
although there are a few missing bits that I'll sort out.

Sorry if I've inadvertently stomped on changes that other have made by doing
this. Hopefully all back to normal-ish now!
