[OSM-talk] planet.dump

I tried to use the planet.osm.20060703 and import into java but 
only get the error "The reference to entity "B" must end with the 
';' delimiter.".

This might really be an out-of-memory-error since the file is quite 
large. But I think there is at least one error in the dump. The 
charset is not specified and as far as I know the contents should 
therefore be treated as US-ASCII. Which it is clearly not. It is a 
mixture of ISO 8859-1, UTF-8 and probably more.

To make this really planetwide we should be very careful about 
problems with charsets in both input and output of the project.
