Can you write a parser for that then?  I don't know anything about ESRI data 
formats, but when I tried to read the VWS data, the coordinates were all 
weird (they look like a sort of lat/long with the prime meridian moved 150 
degrees west, but I can't get them to match up with other maps)

X and Y seem to range from -1E+9 to +1E+9.
