I'd be interested to do this. Is there a description of the TIGER
format somewhere? Are there other 'badly' defined formats that we
can use as an underlay to trace over?

Not sure how feasable it is, but if someone in the US states an
intention to work on an area. Could we do a raw TIGER import of
just his area? This might buy us some time to figure out a better
approach.
