The latest planet.osm contains incorrect data.

Line in planet-061205.osm: 27651442

The output from the API is correct. 

It looks like it's double utf-8 encoded:

0000000: 3c74 6167 206b 3d22 6e61 6d65 2220 763d  <tag k="name" v=
0000010: 2253 c383 c2b8 6e64 6572 2042 6f75 6c65  "S....nder Boule

The four bytes between the S and the n seem to indicate that to me.
