Concur. Besides, right of way legislation differs from country to
country (for instance, in Denmark a track can be public, private or
restricted, and it is not always possible to tell which without diving
into public record archives), so if you want this to fly outside UK,
please don't bring implied UK-centric legal values into the highway
classification. Give them a tag of their own.
