Zoom levels 12-17 of the Osmarender data are being rendered by people running 
tiles at home. This is a combination of random tiles directed by the server based 
on information seeded from previouly rendered tiles and specific tiles and sets 
there of rendered at the direction of the individuals. Thus there is no real 
systematic approach to what is rendered and when. 

Tiles at home is relatively straight forward to configure eboth on Windows or 
Linux and if you are able to run Osmarender and Inkscape you are half way 
there. However if you are unable to run it for whatever reason you could do 
worse than asking someone running tiles at home if they could render a few 
specific tiles for you.
