Fred, the waterway=riverbank tag is at present only a proposed feature, and 
is not supported by all renderers.  The island=yes, was my suggested for an 
extension to the waterway = riverbank, as such is still proposed feature, 
and as far as I know is not is not supported by any renders.

I think you need to tag as follows:

leisure = park
natural = water, layer = 1 ( for the lake)
leisure = park, layer= 2 for the islands.
