Which is what you need to do in order to avoid rendering the 0 0 tile
over and over.

The import will start soon, and with that done the switch to the dev
server will immediately follow

If you had a bandnet upload password that is valid for the dev upload as
well, if you don't have a password at all, contact ojw.

the correct UploadURL2 should be
UploadURL2=http://dev.openstreetmap.org/~ojw/Upload/tile2.php
